Domestic Day

Full participants are invited to register for a special programme on 1st September 2008, to either visit the Supreme Court of Singapore or the Singapore Parliament. The number of participants for each location will be limited. Please register early.

The Singapore Parliament House

The Singapore Parliament has a single House and, together with the President of Singapore, constitutes the Legislature.

The Singapore Parliament is modelled after the Westminster system of parliamentary democracy where Members of Parliament (MP) are voted in at regular General Elections. The leader of the political party that secures the majority of seats in Parliament will be asked by the President to become the Prime Minister (PM). The PM will then select his Ministers from elected MPs to form the Cabinet. When the new Parliament meets for the first time, the Speaker will be elected followed by the oath-taking of Members. The "life" of each Parliament is 5 years from the date of its first sitting after a General Election. General Elections must be held within 3 months of the dissolution of Parliament.

The Parliament tour consists of an introduction to Parliament House, a visit to the Parliament Library and the Riverside Terrace overlooking the Singapore River and Singapore’s historic and commercial district. The highlight of the Parliament tour is a visit to the Chamber where visitors will be given a brief overview of Singapore’s parliamentary democracy and procedures.

The Supreme Court

The Supreme Court comprises the Court of Appeal and the High Court, and hears both civil and criminal matters. The Supreme Court Bench consists of the Chief Justice, the Judges of Appeal, Judges and the Judicial Commissioners of the Supreme Court. The Supreme Court Registry is headed by the Registrar who is assisted by the Deputy Registrar, Senior Assistant Registrars and Assistant Registrars. Justices' Law Clerks, who work directly under the charge of the Chief Justice, assist the Judges and Judicial Commissioners by carrying out research on the law, particularly for appeals before the Court of Appeal.

The visit to the Supreme Court will include a tour of the Court of Appeal and High Court. The tour will also showcase the E-Technology court, video-link facilities in other Court rooms, as well as electronic queue facilities. The highlight of the tour is a visit to the Viewing Gallery where visitors will have a panoramic view of the Civic District and Singapore River.

Tours for Accompanying Persons

The Accompanying Persons Programme comprises a half-day tour on 28 August 2008 and a full-day tour on 29 August 2008, which are both included in the registration fee for accompanying persons. The social programme, which comprises the President’s Reception, the Conference Dinner, the Cocktail Reception and the Farewell Party, are included in the registration fee for accompanying persons.

Terms and Conditions:
  • Bookings are subject to acceptance on a “first-come, first-served” basis.
  • On receipt of completed form and payment, confirmation will be sent to the participant.
  • All tours will be organised for a specific minimum number of people exclusively. In the event of no-show, payment is not refundable.
  • All tour prices include a round trip transfer to and from Raffles City Convention Centre and English-speaking guide service through-out, unless otherwise specified.
  • Final tour arrangements are subject to change in weather conditions and minimum quota requirements. In the event of cancellation of tours, the only liability of the Conference Secretariat is to refund the tour fees paid.
  • Please reconfirm the tour pick up point and time at the Tour Desk onsite.
  • Participants are advised to arrange personal travel insurance to cover loss incurred in case of cancellation, medical expenses and damage or loss of personal items. The Conference Secretariat will accept no liability for personal injuries or for loss or damage to properties belonging to the participants during the organised tours.


Payment Policy:
Tour fee is required at time of reservation and will be charged if the tour can be operated. If the tour cannot be operated, tour fee will be fully refunded. If the participants cancel the reservation after confirmation one week before the start of the conference (before 20 August 2008), 50% of the tour fee will be refunded. However, there will be no refund if participants cancel the reservation after 20 August 2008.
