Conference Theme
The theme of this year’s Conference, ‘New Technologies in Crime and Prosecution: Challenges and Opportunities’ is deliberately wide so that it covers all aspects of the use and presence of technology within the Criminal Justice environment. Thus topics will range from its use by criminals to facilitate or develop their criminal activities eg cloning credit cards, phishing, internet child abuse, to crimes where technology is the target eg theft, hacking, viruses, counterfeiting.
Technology is also being increasingly harnessed by law enforcement agencies and investigators to detect crime and identify the perpetrators as well as gather evidence. This can include tracking devices, use of techonology within forensic science and the reduction of evidence into digital form.
Criminal Justice agencies too are turning to technology to improve the effectiveness of their practices and procedures, like case management, data banks, intranets. We are also rapidly approaching the age of the ‘Virtual Court’ where IT and other technology can be used to assist in the presentation of material in court.
Cross Jurisdictional issues feature extensively in the technology world, how do we get the evidence from one jurisdiction to another? What about developing countries? Is our legislation sufficiently robust to cover these novel ways of committing crime?
The opportunities are endless, but the challenges very real.
If some of these terms are unfamiliar or these questions confound, you need to come to the Conference. Be reassured, this is not a Conference aimed at the technologically minded. It will be pitched in order to inform, educate and promote discussion.
The Organising Committee decided to change the format slightly so that we can take full advantage of the expertise and experience of speakers whom we have invited to attend. We have also listened to your feedback and allowed more opportunity for discussion. In particular in the Regional Fora, we hope to draw out suggestions from each participant as to what their expectations are of the IAP.
We have also included an opportunity for ‘special interest’ groups to meet eg Heads of Prosecution Offices, Prosecutor Associations or language groups. This is the first time this has been done. More information will be forthcoming as to how this might work
Having this event over the weekend has permitted us to factor in a free afternoon on the Saturday and we hope this will encourage participants to attend all the sessions in the knowledge that they will have some free time to shop etc.
We also hope to launch the GPEN [the Global E-Crime Prosecutors Network] at the event and to announce the winner of the Essay Competition announced in Newsletter 40.
Finally, again in response to feedback, it was thought important that the Conference had an ‘aim’,that could be carried forward and reviewed:
Aims
- To identify new challenges for Prosecutors in combating the rise of criminality which is either facilitated by technology or where technology is the target.
- To identify new ways of harnessing technology to assist in the detection, investigation and prosecution process.
- To identify three practical steps that the IAP can take, either through its membership or in collaboration with affiliated organisations to address aims 1 and 2 above.
These aims can be examined during the workshops with a view to the production of some recommendations for adoption by the Conference during the final sessions.
We expect to have the usual simultaneous interpretation arrangements, to include Spanish.

Conference Logo
The event logo of the IAP08 showcases the Singapore skyline, reflecting the cosmopolitan and modern city that the island state has evolved into. A single beacon of light emitting from the city skyline forms a bridge between Singapore and the rest of the world, symbolising the international reach and relations continuously being formed, with Singapore at the epicenter. Registration and Information
Registration and Information Counters are located at the 4th Floor of the Raffles City Convention Centre throughout the conference period. Our Information Counter will be operated throughout the conference for all participants and accompanying persons.

Singapore has four official languages - English, Mandarin, Malay and Tamil. English is widely spoken in Singapore and most signs in Singapore are also in the English language.
The official working language of the IAP conference is English. Simultaneous interpretation into French and possibly Spanish will be provided during the opening ceremony, all plenary sessions and some of the workshops.
If a delegation decides to bring its own interpreters, please inform the IAP 2008 Conference Secretariat as soon as possible.

Singapore is 8 hours ahead of GMT.
Insurance And Liability
Participants and accompanying persons are advised to secure their own insurance. The IAP, the host, and the organiser are not responsible for medical, personal or travel emergencies. Please ensure that your policy will cover all cancellation charges in the event of such an emergency.

Airport Tax
A passenger service charge of S$ 21 should be incorporated in the air ticket (including tickets issued outside of Singapore). If this has not been done, you may be required to pay the S$ 21 during check-in. In some cases, the airline may absorb the service charge. Passengers who are in transit for less than 24 hours may leave the airport without having to pay the service charge upon departure from Singapore.
Goods & Services Tax
A 7% Goods and Services Tax (GST) is levied on all goods imported into Singapore. If you are a visitor or tourist and you buy goods in Singapore from participating GST-registered retailers, you can claim a refund of the GST paid, if the goods are brought out of Singapore via Changi International Airport within 2 months from the date of purchase.
You cannot claim GST refunds on services as well as goods that you have consumed in Singapore (e.g. hotel stay). GST refunds can be claimed via Changi International Airport upon departure from Singapore.
Passports And Visas
Visitors should have valid passports, onward / return tickets, onward facilities (visas, entry permits, etc.) to their next destination. Generally, foreigners do not require visas for entry and are given social visit passes of up to 30 days upon arrival in Singapore. The granting of social visit passes to visitors is determined by the Immigration & Checkpoints Authority (ICA) officers at the point of entry.
Visitors must satisfy the following basic entry requirements before they are allowed to enter Singapore:
- A passport with at least 6 months validity;
- Valid Singapore visa, if applicable;
- Sufficient funds to last for the intended period of stay in Singapore; and
- Confirmed onward/return tickets (where applicable).

Transportation
Travelling around Singapore is very convenient. An efficient public transportation network of taxis, buses and the modern Mass Rapid Transit (MRT) rail system ensures that getting from point A to point B is hassle-free and extremely affordable.
From The Airport
The MaxiCab airport shuttle offers a scheduled service with flexible routing to almost all hotels within the city (excluding hotels on Sentosa and Le Meridien Changi). Alighting points are flexible and any destination within the Central Business District is catered to include MRT stations. The six-seater Mercedes MaxiCab has wheel-chair accessible features and luggage room.
To the Airport
You can also enjoy a return trip with the Airport Shuttle Service back to the airport on the day of your departure. There are four designated pick-up points: Concorde Hotel, Mandarin Hotel, Excelsior Hotel and Marina Mandarin. The return trips from these hotels operate daily from 0800 hrs to 2200 hrs. Please proceed directly to these hotels at the scheduled pick-up times which are at one hour intervals.

The Mass Rapid Transit (MRT) in Singapore is a modern, air-conditioned passenger train service with stations all over the island. There are three main lines - the North-South line from Marina Bay to Jurong East, the East-West line from Changi Airport/Pasir Ris to Boon Lay, and the North-East line from Harbour Front to Punggol.
You can obtain a copy of A Quick Guide to MRT Travel from the Station Control Rooms in all MRT stations. For more information on both the MRT and bus services, you can refer to the TransitLink Guide which is available at S$ 1.50 in most MRT stations and bus interchanges as well as at major bookstores.
From the city centre, the MRT ride to the Changi Airport station is only 27 minutes. The train service from the Changi Airport station operates at an average frequency of 12 minutes.
Travelling on the MRT is affordable, with rides ranging from S$ 0.80 to a maximum of S$ 1.70.
Instead of using cash, you may choose to pay for your MRT and bus fares with a stored value ez-link card. The card may be bought or revalued at any TransitLink Ticket Sales Office located in most MRT stations and bus interchanges. Each adult card is sold with a minimum value of S$ 10 plus a deposit fee of S$ 5.
Taxi
Over 15,000 air-conditioned cabs ply local roads and provide comfortable, hassle-free travel at a very reasonable cost. They can be flagged down 24 hours a day on most roads, with well-marked taxi-stands available outside most major shopping centres and hotels. At Singapore Changi Airport, the taxi stand is located just outside the Arrival Hall on Level 1 in Terminal 1 and at the end of the Arrival Hall on Level 1 in Terminal 2 (South Wing).
Bus
For maximum freedom, buy an ez-link card and hop onto a bus. The ez-link card can also be used on the Mass Rapid Transit (MRT). SBS bus 36 runs between Orchard Road and Singapore Changi Airport. The public bus stations are located in Terminal 1 at Basement 2, and in Terminal 2 at Basement Level. Details of bus routes and fares are displayed at bus stations.
Currency and Credit Card
The local currency is Singapore dollars and cents. Notes come in denominations of S$ 2, S$ 5, S$ 10, S$ 20, S$ 50, S$ 100, S$ 500, S$ 1,000, and S$ 10,000. Coins come in denominations of 1, 5, 10, 20 and 50 cents and S$ 1.
Banking hours are Mondays to Fridays: 1000 hrs to 1500 hrs. Saturdays: 0930 hrs to 1300 hrs (some banks are open till 1500 hrs on Saturdays and on Sundays from 0930 hrs to 1500 hrs (some banks in Orchard Road). Most banks handle travellers' cheques and change foreign currencies. However, some banks do not have foreign exchange dealings on Saturdays.
Passports are required when cashing in travellers' cheques. A nominal commission may be charged.
Other than the Singapore Dollar, the US and Australian Dollars, Yen and British Pound are also accepted in most major shopping centres and big departmental stores.
All major credit cards are widely accepted by establishments in Singapore.
Telecommunication
Public payphones operated by credit card and/or stored-value phonecards can be used to make both local and international calls. Public payphones can be found in most shopping complexes and MRT stations. Local calls are charged at 10 cents per three minutes. Stored-value phonecards in denominations of S$ 2, S$ 5, S$ 10, S$ 20 and S$ 50 can be purchased from post offices and phonecard agents. To make an international call, dial the access code followed by the country code, area code & telephone number. Different telephone companies use different access codes - 001 for SingTel, 002 for M1 and 008 for Starhub. International Calling Cards in denominations of S$ 10, S$ 20 and S$ 50 are also available at all post offices including Singapore Changi Airport, 7-Eleven stores and other retail outlets.
Electricity
Singapore voltage is 220-240 volts AC, 50 cycles per second. On request, most hotels will provide transformers to visitors with electrical appliances of a different voltage, such as 110-120 volts, 60 cycles per second. When shopping for electrical appliances, do remember to check the voltage of the item against the acceptable voltage in your home country. The power plugs used in Singapore are of the three-pin, square-shaped type.
Climate
Singapore has a warm and humid climate throughout the year with a daily average temperature range of 24 degrees Celsius to 31 degrees Celsius. Light and summer clothing made from natural fabrics like cotton is best for everyday wear. Casual dressing is acceptable for most occasions but some establishments may require a more formal dress code. It is always advisable to check beforehand on dress regulations, if any.
Safety
Increasingly, personal safety and security are becoming critical concerns of international travellers. The situation in Singapore remains calm and stable, and the island remains one of the safest in the world to visit.
To ensure maximum security during the conference, each participant will be provided with a badge at registration. All participants are requested to wear their badge visibly at all times during the conference and social programmes. Only badge holders will be admitted to the conference venue.
